I have the honour to enclose for your
consideration a draft Ordinance entitled an Ordinance
to consolidate and amend the laws relating to accessories
to and abettors of indictable offences. The reasons for
this proposed legislation are given in the statement of
Objects and Reasons attached to the print.
2. The draft was referred to His Honour the
Chief Justice Sir Henry Gollan, Kt., C.3.3., who minuted
as follows:-
i. "I think it would be well to define "Act"
"as an Act of the Imperial Parliament.

ii. "Paragraphs 4 and 7 of the Bill
"clauses extend the Law of England and
'apparently would make punishable in Hong
"Kong a person there who was accessory
"before the fact to the cormission of an
"act in China which was a felony by the law
"of Hong Kong though not by the law of Chine
The same remarks apply to paragraphs 9
'and 11 of the Bill; and I doubt the
